Functional Illiteracy

聯合國教科文組織 ¹ 重新定義新世紀的文盲標準可分為三類:

後兩類被認為是「功能性文盲 (Functional Illiteracy)」² ³，他們雖然受過教育，但在現代科技方面，卻像文盲一樣。

出版人郝明義在著作「越讀者」中，以「第三類文盲」形容那些「不知如何利用『網路』與『書』享用閱讀所帶來的樂趣與機會」的人；他與讀者共勉: 「千萬不要以為識字、上網，讀過大學就沒事了」，當人類文明愈高，我們更該在意自己閱讀的是人類智慧菁華或是糟粕 ⁴。

A person cannot use reading, writing, and calculation skills beyond a basic level to manage daily living tasks. ↩
According to UNESCO, functional literacy refers to the capacity of a person to engage in all those activities in which literacy is required for effective function of his or her group and community and also for enabling him or her to continue to use reading, writing and calculation for his or her own and the community’s development. ↩
